| Our take | A terminal-first coding agent that's strong at multi-file, multi-step work, available with Claude subscriptions or API billing. Best if you're comfortable in a terminal and want to delegate whole tasks. | OpenAI's coding agent as a CLI, IDE extension and cloud agent, included with ChatGPT plans. The obvious pick if you already pay for ChatGPT. |

FAQ
Is Claude Code or Codex cheaper?
For terminal use, both start at $20/month: Claude Pro ($17/month if you pay $200 for a year) and ChatGPT Plus. ChatGPT Free and Go ($8/month) include Codex, but the pricing page lists it in the desktop app only, subject to rollout; the CLI, IDE extension and web start at Plus. Claude's Free plan doesn't include Claude Code.
Why Codex for a $20 budget?
At the same $20 you also get ChatGPT Plus, OpenAI publishes estimated message counts per 5-hour window for each model, and its smallest model stretches the allowance a long way on routine edits. Claude says there's no fixed message count. If you'd rather pay yearly, Claude Pro at $17/month is the cheaper of the two.
How do the usage limits work?
Claude's paid plans have a session limit that resets every five hours and weekly limits on top, shared across Claude chat, the desktop app and Claude Code. Max gives you 5x or 20x more usage per session than Pro. Codex on Plus and Business uses estimated local messages per five-hour window that vary by model, cloud tasks use more of the allowance than local messages, and weekly limits may also apply. Pro plans currently have no five-hour limit.
What happens when I hit the limit?
On Claude you can wait for the reset, move to a higher plan, or turn on usage credits to keep working at standard API rates. The monthly API credits that come with Max can't be used in Claude Code. On ChatGPT Plus and Pro you can buy extra credits to keep going.
Which is better for heavy daily use?
We pick Claude Code on Max for people who delegate whole multi-step tasks all day: Max 5x or 20x raises the per-session allowance, and in our view Claude Code is the strongest terminal-first agent for that kind of work. Codex Pro, also from $100/month, is the alternative if the five-hour window is what keeps stopping you, since Pro currently has none.
Am I locked into one model provider?
Mostly, yes. Claude Code is built around Claude models; its docs list Anthropic, Amazon Bedrock, Google Cloud and Microsoft Foundry as ways to run it. Codex uses OpenAI models, and with an API key you get the models available on that key. If you want to switch providers freely, Cline is open source and works with any provider: see our Claude Code vs OpenAI Codex vs Cline comparison.
Can I pay per use instead of a subscription?
Yes. Claude Code works with an Anthropic Console account billed at API rates. Codex works with an OpenAI API key billed at API rates, but without cloud features such as GitHub code review and Slack. For how both compare with Cursor and Cline, see our best AI coding agent pick.
